Commission Chair Stabler called the meeting to order. 

Public Comment: Edward H. Lightsey came before the Commission with the singular purpose of thanking the elected officials and staff for a job well done.  A concerned citizen brought a road concern to the commission.  Commissioner Corbell guaranteed the ownership of the road in concern will be investigated and if the county can assist in improvement this will be taken care of.

Roll Call: Present – Commissioners Lightsey, Caddell, Downs, Corbell and Stabler. 

Information Items: A/P check run for past two weeks presented in commissioner’s packet. 

Consent Agenda: Vulcan Signs – Stop Sign inventory exhausted and (50) were ordered $1,606.00. 

New Business: 

  1. A motion to approve the September 12, 2023, minutes was made (Caddell) and seconded (Downs). Motion carried. 
  2. Dr. John Waits addressed the Commission with a detailed update on the program he administers through Cahaba Medical Care, a non-profit health care group, along with future plans. 
    • CMC currently is the 4th largest employer in Bibb County with 254 jobs. 
    • Care was provided for more than 36,000 unique patients in 2022. 
    • Locations in 26 strategic centers. 
    • Integrated mental and behavioral health. Social work services in 26 Health Centers. 
    • Land acquisition completed for a new headquarters and training center. 
    • Established school-based health clinics. 
    • Clinics in Woodstock and West Blocton. 
    • Through the Family Resident Center over the past ten years approximately 50 doctors have participated with approximately 10 being retained. 
    • Low Income affordable health care is offered to 100% of Centreville residents and 70% in the North end of the County. 
    • 75-80 administrative jobs are in Bibb County. 
    • Approximately 600 employees with 254 in Bibb County. 
  1. Pay increase for CDL Class A Drivers at the Road Department of $0.25/hr.  This will be equivalent to 2 transfer station employees that will be transferring into the Road Dept.  A motion to approve was made (Caddell) and seconded (Lightsey).  Motion carried.
  2. Contract with Pay Tel- for the Jail texting/online learning and job applications.  A motion was made (Corbell) and seconded (Caddell).  Motion carried.
  3. Indigent Burial – A motion to pay $200.00 for the burial of Jeffrey Scott Medders who died without life insurance.  A motion to approve payment was made (Corbell) and seconded (Lightsey).  Motion carried.
  4. (Not on agenda but added by County Manager) Request to pay $1200.00 for grass mowing at the Industrial Park. A motion to approve payment was made (Downs) and seconded (Corbell).  Motion carried.

County Administrator – Brian Davis: 

A motion to approve the budget, as presented in commissioner’s packets, was made (Corbell) and seconded (Lightsey).  Motion carried. 

County Engineer: 

  1. A request to approve Bis for 2023-2024 fiscal year for the following: 
    • Cold Mix Asphalt 
    • Plant Mix – Re-Bid this item (motion made – Corbell and seconded Caddell – motion carried). 
    • Liquid Asphalt 
    • Metal Pipe 
    • Aggregate 

2. Approval to purchase the following:

    • Quick Connect for Bucket for Caterpillar. This item is tabled until the following meeting. 
    • Tag Along Trailer – A motion to purchase not exceed $2000 was made (Downs) and seconded (Corbell).  Motion carried. 

County EMA – Kirk Smith: 

The Brush Truck should arrive by weeks end.   

Site preparation is in progress on storm shelters. 

County Attorney – Anthony Johnson – None 

Old Business – None 

Discussion By Commissioners – The continued discussion on the condition of road striping on county roads #1 and #16.  Jeff McKinney attempted to resolve the issue with no satisfaction.  Brian Davis will work with the county attorney to draw up a letter to be sent to the installing company. There was a one-year warranty on the work.
