Mayor White called the meeting to order at 5:03 pm. 

Councilmember Owings opened with prayer.

A motion to approve the August 2, 2023, minutes was made (Owings) seconded (Sanders). Motion carried.  

After a review of the invoices a motion to approve was made (Conway) seconded (Sanders). Motion carried. 

Chief Karl McMillian presented the August Police Report (copy not available). 

Chief McMillian addressed a $2 position raise for himself moving to the Chief position and for Officer Zack Sievering moving to Assistant Chief.  Chief McMillian also addressed hiring Brent Penny.  This hire would bring the police department back to full staff. 

A motion to approve a $2.00 position raise for officer Karl McMillian and Zack Sievering with a second by (Morrison).  Motion carried. 

A motion to approve the hire of officer Brent Penny effective September 11, 2023 was made (Jones) and seconded (Conway).  Motion carried. 

Mayor White presented the 2023-2024 Senior Center Contract.  A motion to approve the contract was made (Jones) and seconded (Morrison).  Motion carried. 

Mayor White brought to the attention of the council the need to change the name on the signature card on the Tip Fund Account at First United Bank.  A motion was made (Owings) and seconded (Jones) to approve the change from former Chief Terry Nichols to new Chief Karl McMillian.  Motion carried. 

Mayor White brought a request for re-approval for Wings and Things Restaurant Retail Liquor license.  The State has requested this due to the length of time from approval in May 2023.  A motion to approve the request was made (Jones) and seconded (Morrison). Motion carried. 

Mayor White informed the council the 2023 paving project should begin Monday, September 11, 2023.   

Mayor White addressed the paving of Quail Drive.  A private property sign has been placed on a gate across the street by the property owners and the attorney is looking at the legal issues. 

There being no further business a motion to adjourn was made by Councilmember Conway.  Motion carried.
