Alabama Bill SB99 Aims to Support Local Pharmacies with Dispensing Fee

The Alabama Legislature is considering Senate Bill 93 and Senate Bill 99, which would introduce a $10.64 dispensing fee on every prescription filled in the state. Supporters argue that the fee is necessary to support pharmacies, while opponents’ express concerns about the financial impact on consumers and employers.
Supporters of the bills contend that the additional dispensing fee would help sustain local pharmacies and ensure continued access to prescription medications. They argue that many pharmacies, particularly independent ones, struggle to remain financially viable due to low reimbursement rates from PBMs. Proponents believe the fee would help address these challenges and prevent pharmacy closures, which could impact healthcare access in some communities.
I spoke with local pharmacist with J&S Drug, Seth Young for his comment on the bill and Seth said, “As an advocate for independent pharmacies and affordable healthcare, I strongly support Alabama Senate Bill 99 (SB 99) for PBM reform. This legislation is a crucial step in holding Pharmacy Benefit Managers (PBMs) accountable, ensuring fair reimbursement practices, and protecting patient access to essential medications. Every day, I see firsthand how unfair PBM practices threaten local pharmacies and drive-up costs for patients. SB 99 would bring much-needed transparency to how PBMs handle rebates and reimbursements—putting patients and communities first, not corporate profits. Independent pharmacies are more than just businesses; they are vital healthcare providers, offering personal care and trusted advice to their communities. Without reforms like SB 99, more local pharmacies will be forced to close their doors, leaving patients with fewer options and longer wait times for the medications they need. By supporting SB 99, we can ensure fair competition, lower drug costs for consumers, and preserve access to quality care in communities across Alabama. It’s time to stand up for patients, pharmacists, and the future of healthcare in Alabama.”
