Bibb County Commission Updates Storm Shelter Policy: Only ADA-Defined Service Animals Permitted

The Bibb County Commission has passed Resolution No. 2025.004, updating its policy on animals allowed in storm shelters operated by the Commission. Effective immediately, only service animals as defined by the Americans with Disabilities Act (ADA) will be permitted inside these shelters during severe weather events. The resolution was adopted to promote the safety, health, and well-being of all individuals seeking shelter during emergencies. 

Under the ADA, a service animal is defined specifically as a dog that has been individually trained to do work or perform tasks for a person with a disability. These tasks may include guiding individuals who are blind, alerting those who are deaf, assisting someone during a seizure, or other disability-related support. Emotional support animals, comfort animals, therapy animals, and pets of any kind do not meet the criteria for service animals under this definition and will not be allowed inside the storm shelters. 

To ensure compliance with ADA guidelines, shelter staff or law enforcement may ask individuals two questions: whether the animal is required due to a disability, and what specific task or work the animal has been trained to perform. These questions are permitted by law to help confirm that the animal meets the federal standard for a service animal. 

Residents who depend on emotional support animals or family pets are encouraged to make alternative arrangements ahead of any severe weather. This could include identifying friends or family members outside the storm’s path who can provide temporary shelter, finding boarding options, or preparing a pet-specific emergency kit with food, water, medications, and identification. 

Residents are encouraged to review this policy ahead of storm season and make appropriate plans if their animals do not qualify as service animals. By setting clear expectations and following federal guidelines, the Bibb County Commission aims to maintain an orderly and safe shelter environment for all who depend on these facilities during times of emergency.
