Mayor Bobbie White called the meeting to order at five o’clock and led in the Pledge of Allegiance.  Councilman Tom Owings led in prayer.

A motion to approve the minutes was made (Owings) and seconded (Morrison).  Motion carried. 

A motion to approve accounts payable was made (Conway) and seconded (Jones).  Motion carried.

Request to Address Council: 

Mr. Bob Corwin with Site Re: CDBG & USDA Housing Grants.  1.  The USDA called and recommended that the Brent City Council apply for this grant.  This will be an extension 12/27/23 – 04/30/24.  This will be for four (4) of six (6) houses.  2. Construction increases on sewer grant. (Cost estimate of $599,358) is the low bid.  $89,170 – $194,000 Water Board agreed to cover.  The Council must pass a resolution approving the new match amount.  A motion to pass resolution was made (Jones) and seconded (Owings).  Motion carried.  3. There is a $100,000 new grant coming to the city because a grant for another city fell through and was offered, and accepted, for Brent.

Other Business: 

  1. Yellowhammer Network, LC. –  The City attorney has reviewed and approved the agreement allowing service installation.  A motion to approve Yellowhammer was made (Jones) and seconded (Conway).  Motion carried.
  2. Travel Checks – A Resolution to over this was presented.  A motion to approve was made (Jones) and seconded (Owings).  Motion carried. 
  3. Avenu Sales & Rental Tax Renewal –  This is the company currently used by the City.  The only problem anyone experiences is navigating the company computer site.  A motion to renew agreement was made (Jones) and seconded (Owings).  Motion carried. 
  4. State of Alabama Sales Tax – Council reviewed the reports made to City Council. After review a motion to approve was made (Jones) and seconded (Owings). Motion carried. 
  5. Ordinance of Procedures –  A motion to approve was made (Morrison) and seconded (Jones).  Motion carried.
